General Information...

The Gifted Resource Program provides advanced educational opportunities with trained gifted resource staff on a weekly pullout basis. The curriculum for this program includes in-depth activities in language arts, mathematics, science, social studies, and a variety of multidisciplinary activities that focus on the development of critical thinking skills and problem solving strategies. For identified students in grades K-5, the Resource Program meets in each elementary school. In many cases, gifted students in the zoned schools are also clustered in the general education setting so that their classroom teachers are able to differentiate assignments to provide additional challenges. For Grades K-2, this is a Talent Pool program, and students will be re-evaluated at the end of second grade to determine placement for the upper elementary grades. In grades 6-8, middle school gifted students whose academic needs can best be met in their zoned schools are primarily served through cluster grouping and appropriately differentiated instruction.
The Spratley Gifted Center (grades 3-8) provides a full-time program for identified gifted students with highly advanced skills and aptitudes who have already demonstrated their capacity for complex processing abilities. These students require a fully differentiated educational environment, with an accelerated program of studies across all content areas. This comprehensive instructional program is designed around the cognitive characteristics and learning styles of gifted children, providing a multidisciplinary curriculum incorporating focused reflection, interaction, and discussion. In addition to mastery of basic content and skills (as measured by Virginia SOL assessments), students attending the full time center are expected to master advanced competencies across all content areas. Opportunities are provided for extensive research, inquiry based learning, literary and scientific analysis, and project based learning to focus on topics of strength and interest.
The Excel Art Program is designed to nurture and enrich the gifts of young artists in grades 3-8. This program focuses on advanced, concentrated instruction in the principles, theory, and practice of visual art. Students participating in Excel Art meet at the Spratley Gifted Center, once per week in grades 3-5 and on a variable schedule for grades 6-8. Transportation is provided by Hampton City Schools. Students are accepted into this program based on an adjudicated portfolio, superior potential in art skills and creativity, advanced achievement in art, and recommendations by art teachers.
High school options offer a variety of advanced and high level courses to gifted students, including Honors, Advanced Placement (AP), and dual enrollment classes. Additional specialized courses are taught at the magnet schools. Other options include the New Horizons Governor’s School for Science and Technology and the International Baccalaureate (IB) Programme.
The New Horizons Governor’s School for Science and Technology offers a regional, specialized secondary program for gifted and high ability students in grades 11-12. Students attending New Horizons also attend their home high school for part of each school day. Courses at the Governor’s School emphasize computer applications and hands-on laboratory experiences set in an inquiry based learning environment. Students attending New Horizons also have opportunities to participate in research and mentoring with scientists and practicing professionals in area hospitals, clinics, NASA Langley, Virginia Institute of Marine Science, and the Jefferson Lab. College credit may be earned for these weighted high school classes. A Pre-Admissions Information Series also provides additional information for prospective students entering ninth and tenth grade.
The IB Programme is a rigorous, international college preparation program for motivated, academically focused juniors and seniors. This program emphasizes skills necessary for college, including research, critical thinking, and writing. Required subject fields include math, science, humanities, and the arts, as well as community service. College credit may be earned for these classes, depending on successful completion of the culminating exams and extended essay. This program is located at Hampton High School. Students may apply for the IB Pre-Diploma Programme beginning in the eighth grade. Students may also opt to attend the Primary Years Programme at Burbank Elementary and the Middle Years Programme at Lindsay Middle School as preparation for the high school program.
Summer Residential Governor’s School programs are offered by the Virginia Department of Education for exceptional students going into grades 11 or 12. The admission to these programs is highly competitive, but is a life-changing experience for the participants. The Governor’s School programs include:

How are students IDENTIFIED for gifted services?
Students in grades K-12 are identified through the use of multiple criteria. The criteria may include, but not be limited to: parent and teacher rating of student characteristics; grades; and ability and achievement test scores. During the identification process, additional consideration is given to students who may also receive special education services, those who participate in the ESL program or students attending Title I schools (these circumstances often put students at a disadvantage when demonstrating their exceptional potential in a school setting).
How do gifted children EXPRESS themselves?
While each child has unique characteristics, in general, gifted children and youth demonstrate exceptional reasoning, oral and written communication skills, and excellent problem solving abilities. They often see ‘connections’ between seemingly unlike objects or concepts; they are curious about the ‘how and why’ of things; they appear to ‘know’ a large amount of information about topics beyond their years; they are generally voracious readers; they are highly creative; they may express a strong sense of empathy for others; and usually perform at an exceptional level in one or more subject areas (math, language arts or reading, social studies, science, art, or foreign language).
How can I have my child evaluated for gifted services?
Parents, teachers, school administrators, or students may refer a student to be evaluated for gifted services. Referral forms may be obtained through the school counselors at each school. There is no deadline for referrals. The eligibility process may take up to 90 days. Click here for more detailed information.
What forms do I need to submit??
A referral form is needed for each student being referred. Parents or guardians also need to submit a parent consent form and rating scale. Teachers will submit a teacher rating scale. For students who are not currently enrolled in Hampton City Schools, we will also need copies of standardized test scores and copies of the most recent report cards.

How can my child attend Spratley Gifted Center?
The eligibility process for Spratley is the same process as for other gifted services. You will need to submit a referral form and parent consent form to the gifted office or to your child’s school counselor. Call the gifted office at 727-2160 (not the Spratley office) for more information.
What is the deadline for submitting referrals?
There is no deadline, but please remember that the eligibility process is quite lengthy, and can take up to 90 days. We strongly recommend that referrals be made by March for consideration for placement for the following year. Not only do we not have staff available for testing over the summer, but we do want to make sure we have enough gifted teachers where they are needed!
How do you use the CogAT tests?
We administer the Cognitive Abilities Test (CogAT) to every second grade student in Hampton City Schools. We look at the scores for every student to determine if he or she should be referred for a full gifted evaluation.
How can I have my child evaluated for the Excel Art program?
Obtain a referral and art rating scale for parents from the school counselor, and ask your child’s art teacher to have your child complete a portfolio (five specific drawings, done in school).
How can I get more information?

What happens after all forms are completed?
Once referred, the student’s information will be forwarded to this department’s office at the School Administration Center (SAC). When the student’s information comes to SAC, a testing session may be scheduled (to provide additional information regarding the student’s ability). When testing is complete, an identification and placement committee meeting will be held. Parents will be notified of the decision reached by the committee.
What happens when transfer students enter HCS in the summer?
If possible, call our office (757/727-2160) prior to your arrival in Hampton, provide a mailing address, and a packet of information will be sent to you. Upon arrival in Hampton, IT IS IMPORTANT TO REGISTER/ENROLL YOUR CHILD IN THE ZONED SCHOOL TO WHICH HE/SHE IS ASSIGNED before coming to our office. Next, contact our office for an appointment with the department director. Bring copies of your child’s most recent report card, transcript indicating ability test scores, and if your child has been previously identified as gifted, bring formal evidence of the eligibility decision (which should include test scores and other data needed to make the decision in the previous school division). During the meeting, the director will discuss the process used in HCS to determine eligibility and the possible service options that may meet the student’s educational needs.

The Governor’s School for Science and Technology provides a cohesive, innovative
science and mathematics program for students in grades 11 and 12. Choices of strands
include biological science, engineering, and scientific programming. The senior year
experience includes an individualized honors research and mentorship experience
with a professional in the field. Admission is highly competitive. Interested students
should consider applying to the Pre-Admissions Series in the eighth or ninth grade. For

PROFESSIONAL DEVELOPMENT PROGRAM - ADD-ON ENDORSEMENT
The Commonwealth of Virginia provides an add-on endorsement in gifted education for
teachers and administrators. Twelve hours of graduate level coursework in gifted education are
required. The four required courses may include:

Strategies/Differentiated Instruction for Gifted Learners
Assessment and Measurement for Gifted Students
Underserved Populations of Gifted Learners
Hampton City Schools offers gifted endorsement courses through Shenandoah University, on
a rotating basis (usually one class in the fall and one class in the spring.) For schedules and
enrollment information, please check the HCS website for professional development, and go to
the college courses link. The instructor is Dr. Jeanne Struck, at StruckJ@wjcc.k12.va.us.
Classes for gifted endorsements are also offered through local universities or online. Some

The Local Advisory Committee (LAC) for gifted education is comprised of parents, teachers, administrators, and community members. The purpose of the LAC is to advise the school board of the educational needs of all gifted students in the division. The LAC meets at least three times yearly. Meetings for 2011-2012 are tentatively scheduled at 6:30 pm at the Spratley Gifted Center on Woodland Road on the following dates: September 22, October 27, January 19, March 15. - The meeting was called to order at 6:30 pm by Michelle Bowers.
- Copies of recently released documents from the state, Roles and Responsibilities of Local Gifted Education Advisory Committees and Understanding the Virginia Regulations Governing Educational Services for Gifted Students, were distributed.
- Mrs. Grillo noted that plans are being made to upgrade the materials in the Spratley media center/library, to meet the needs of advanced middle school students. Specific suggestions for materials or types of materials may be sent to Dr. Crum, Mrs. Grillo, or to the Spratley librarian.
- Chairman Bowers reviewed the draft of a letter she had prepared, requesting that the School Board grant a one-year extension of the current Local Plan. The guidance template for the new local plans was just released by the state earlier this month, and the committee agreed that more time is needed to adequately prepare the new local plan to meet the requirements of the new Regulations, and to allow time for public input. The committee approved the draft of the letter, which will be sent to the School Board and copied to Dr. Shifflette.
- The committee reviewed and updated the evaluation surveys that were completed last year as part of the data collection for the gifted annual report. The surveys will be posted electronically within the next few weeks. The committee requested that a survey also be posted for Governor’s School parents.
- A preliminary draft of the 2011 annual report, with projects completed, was approved. Data from the surveys and eligibility numbers will be included in the final version of the report.
- The committee worked on pieces of the new local plan, including the division statement of philosophy, Hampton’s operational definition of giftedness, and the long-term goals and objectives. Mrs. Grillo will incorporate the committee’s suggestions as work on the plan continues. Two additional suggestions included making sure that the language in the plan is understandable by parents who do not have a background in education, and considering a supplemental report card for Spratley that addresses topics specific to gifted education.

- The meeting was called to order at 7:00 pm.
- The committee reviewed the current Hampton City Schools policies regarding gifted education, and recommended updating them to be consistent with wording suggested by the Virginia School Boards Association. In the acceleration section, recommended modifications suggested by Penny Petersen, Director of Guidance, were approved, including guidance on acceleration from the Standards for Accrediting Public Schools in Virginia.
- The draft of the Annual Report to the Superintendent was reviewed. Recommendations made by the Advisory Committee were as follows:
- Identification:
- Continue efforts at educating parents and teachers about the eligibility process
- Review the identification process when updating the Local Plan for Gifted Education
- Delivery of Services:
- Continue efforts to provide cluster grouping for identified gifted students in regular classes
- Consider additional options for K-2 students as those students are identified earlier
- Curriculum and Instruction:
- Upgrade the Spratley Gifted Center library to include books for the advanced middle school students; consider writing a grant for e-books, such as Kindles, to supplement current books
- Continue principals’ support for differentiated instruction for gifted students in regular classes
- Professional Development:
- Continue efforts to provide professional development on gifted topics for classroom teachers
- Reschedule the regional gifted professional development day that was cancelled due to inclement weather this year
- Parent and Community Involvement:
- Provide additional parent workshops on gifted topics
The committee requested that they be notified of the date of the presentation of the report to the School Board so that they may attend in support of the gifted programs.
- The DAAE director provided updates regarding the Spratley Gifted Center plans.
- Meetings next year will be held on Tuesdays. Michele Bowers was nominated for chairperson and Patsy Roberson was nominated for vice-chair.

- The meeting was called to order at 7:00 pm. Current program data was reviewed (enrollment, ethnicity statistics).
- The impact of the new gifted regulations on the Local Plan was discussed. Critical questions and ideas to be considered in the development of the new Local Plan were addressed by the group, with these suggestions:
- Philosophy and mission statement
- Update the HCS vision and mission statements
- Revise the gifted philosophy statement to be less wordy and less specific. Consider including effective communication (maybe as a goal) – including writing, technology and synthesis of ideas.
- Identification
- Update all criteria used (tests, rating scales) to ensure they are reliable and valid for kindergarten eligibility
- Look at scope and sequence of identification K-12
- Consider additional training so that teachers and administrators more clearly understand gifted characteristics, especially in underrepresented groups
- Make sure the process is multifaceted and includes information from both teachers and parents
- Parent and community involvement
- Provide parent workshops, informational sessions following LAC meetings, a kindergarten orientation session, and monthly e-mailed newsletters
- Provide more opportunities for students to demonstrate their learning to parents (science fairs, debates, forensics, etc.)
- Professional development
- Provide differentiated training for teachers, especially on-line modules or classes on gifted competencies, strategies for acceleration, and strategies for curriculum compacting
- Provide nationally recognized experts as trainers
- Provide training for administrators as well as teachers
- Curriculum
- Curriculum should include development of critical thinking, interdisciplinary studies, hands-on work and production of projects, applications to the real world, and an emphasis on writing
- Training for teachers should include strategies for compacting, differentiating for advanced learners, modification and extension of regular curriculum, acceleration, and access to materials needed to implement these strategies
- Delivery of services
- Consider cluster grouping or grouping by ability so students can work with their academic peers on a daily basis, per the regulations
- Services should be continuous and sequential, per the regulations
- Teachers need training and resources to provide effective curriculum

- Meeting called to order by Ruth Grillo, DAAE Director, in the absence of the chairperson.
- Newsletter: The newsletter is now posted on the web site. Some copies were too dark when printed on goldenrod paper. The next issue will be designed for both hard and electronic copies.
- Monday night forum at Mary Peake on 2/9/09 – Dr. Johnson and Mrs. Grillo will discuss gifted programs in Hampton, and the progression of the program from elementary to middle school.
- Budget Questions: No decisions have been made yet. The DAAE objective is to not decrease services for students. The biggest priority is the academic achievement of the students. March 11, 2009 – The HCS budget is presented to the school board by the district.
- Eligibility updates – 440+ students were referred in the fall, 300 second graders were referred this spring, and the 5th grade placement review is also underway. The goal is to have letters ready for the mail by the 3rd week of February for 5th graders.
- Redistricting – Resource teachers will be split further to handle new the schools. Resource students will have the same services in the new K-8 schools as they do in their current schools.
- Professional development update – The second class in the gifted endorsement series, covering the social/emotional needs of gifted students, is being taught on-site now. Division-wide Rigor and Relevance workshops were held in January, incorporating higher level thinking and questioning strategies. Second grade teachers, foreign language teachers, and career and technical education teachers attended presentations by the gifted resource teachers.
- The gifted web site is updated regularly. There is now a section for summer opportunities for students, in addition to the newsletter and LAC minutes.
- Summer Residential Governor’s School – The application review process is underway.
- New Proposed Regulations for Gifted Education – The Economic Impact Analysis Document indicates that services must be continuously and sequentially administered. The new regulations, if passed, would no longer require local plans to be approved by the state.
- Curriculum –DAAE has created a document explaining the characteristics of a gifted curriculum, and how a gifted curriculum differs from a regular curriculum in content, instruction, and assessment.
- State of the DAAE – Director’s Response to the progress made in implementing the recommendations in last year’s annual report was distributed to members and reviewed. The information will be incorporated into the annual report for 2009.

Membership: New members were approved. Nominations are being sought for officers.
Proposed revisions to Regulations: Read new proposals at VA Dept. of Educ. website under Gifted Education – public comments welcomed. Public Hearings: Sept. 22 (Fairfax Co. & Chesapeake), Sept. 23 (Radford), Sept.25 (Richmond)
Bylaws Review: Located inside Section Two of Local Advisory Committee binder
Report from Director:
- Presented D.A.A.E. Administrative Binder
- Professional Development graduate courses through Shenandoah University will be offered. Bess Worley will teach the classes for gifted endorsement.
- Penny Petersen providing/purchasing books for guidance counselors in HCS addressing the nature and needs of gifted students.
- Brochures will be updated; parent handbook is being developed.
- HCS – Gifted Education website is new and improved. User-friendly with tabs, etc.
- Program Evaluation – W&M observing level of instruction at gifted centers
- Progress Reports for Gifted Resource are being re-written.
Local Plan:
Eligibility Meeting Concerns:
- Consider NOT meeting with parents one-on-one at eligibility meetings; parents will be offered opportunity to discuss information following notification; this will enable referral data (and matrix) to be reviewed anonymously when determining eligibility *motioned & seconded
Other Concerns:
- Private school testing to follow existing HCS test cycle dates
- Learning contracts in place of academic probation – academic probation wording to be removed from Local Plan; director will monitor use of learning contracts *motioned & seconded
- At transition points (ie: 5th grade) gifted paperwork to be looked at and sent out by D.A.A.E. office
- Harrison Charts never used will now be removed from Local Plan
- Honors, Gifted, and AP courses in high schools – Gifted wording to be removed (focus on Honors, AP, and IB; curriculum will be reviewed to ensure appropriate rigor) *motioned & seconded
[Director’s note: These proposed changes to the Local Plan will now be shared with the Superintendent prior to being sent to the VDOE for final approval.]
